As with the rest of the UK, an unseasonably warm sun has been shining on local government this week – with the announcement of an extra £1bn in the coffers.

Extra cash, whether it's from down the back of the Treasury sofa or from the Government's saved-up Nectar points, is more than welcome in the current financial climate.
