Government plans to hand greater fiscal and capital borrowing powers to the Welsh Assembly have been criticised by English councils.

Government plans to hand greater fiscal and capital borrowing powers to the Welsh Assembly while denying the same freedoms equally throughout the UK are handing the devolved administrations an ‘unfair competitive advantage' against English communities, council chiefs have warned.
