Vulnerable young people could be put at risk because of legal loopholes covering placements outside local authority boundaries, according to Rochdale MBC and the NSPCC.

Speaking to The MJ, Rochdale's leader, Cllr Colin Lambert, said he did not think ‘any local authority can say a child is safe' if they are placed in a local private children's home by another council.
