Oxfordshire CC has rekindled the debate over unitary councils in its region by proclaiming a single, countywide authority could save up to £33m a year.

The council released a independent report this morning, which claims merging Oxfordshire's four districts, one city and county council into a single authority could help meet the growing financial crisis in local government.
