Poor parliamentary scheduling has raised fresh doubts over the viability of the Government's proposed localisation of council tax benefit (CTB) from 2013, Opposition MPs warned this week.

Due to the backlog of legislation before the House of Lords – notably the Government's controversial Welfare Reform and Health and Social Care Bills – government business managers made the unusual decision to put the Local Government Finance Bill before a Commons committee and hand it ‘carry-over' status.
