Embattled leader of Leicestershire County Council, Cllr David Parsons could potentially have broken the councillor code of conduct, the authority's standards assessment panel has determined.

In the latest twist into allegations of expenses' irregularities, a panel of councillors on Leicestershire's Standards Committee decided yesterday to refer the issue to the council's monitoring officer for investigation.
