Local authority finances are under significant pressure. Councils up and down the country are finding new and different ways of providing services as the purse strings pull tighter and tighter.

Against this kind of background, there might be more than a raised eyebrow or two about my council's policy of holding a festival in each of our two largest market towns in alternating years.
