The top civil servants union has warned Spending Review proposals to end automatic pay progression could demoralise civil servants and lead to an exodus of Whitehall talent.

Under plans announced by chancellor George Osborne, wage schemes which give managers in the civil service, schools, hospitals, prisons and the police, automatic pay increases linked to experience would be scrapped.
