Councils must start to pay a ‘fair' price for adult social care, a care association has claimed after a survey revealed only one in seven pay a fair rate. 

‘Unless this underfunding is addressed, the independent and voluntary sector will continue to struggle to recruit and retain careworkers with the right disposition, training and qualifications,' he said.
