Whitehall departments need greater flexibility over pay and recruitment in order to overcome a glaring skills gap, leading government adviser Lord Browne has claimed.

Issuing his second annual report as Whitehall's most senior non-executive director, the former BP chief executive says poor leadership is impeding the success of the 200 projects, worth a total of £400bn, contained within the Major Projects Portfolio.
