Public bodies depend on taxes – including the salaries of public employees. For staff to avoid paying tax is like hara kari, ritual disembowelment. So recent discovery that in Whitehall, numbers of civil servants in the Department of Health and elsewhere are being allowed deliberately to avoid paying tax undermines the entire edifice.
