There are key principles that apply to councillors' conduct when carrying out official functions at council meetings and via social media.

Councils must promote and maintain high standards of conduct by members and must adopt a code dealing with the conduct expected of them when they are acting in their official capacity. The courts have held that there is a clear public interest in maintaining confidence in local government while at the same time bearing in mind the importance of freedom of political expression or speech in the political sphere.
