Peers have warned proposed changes to the judicial review process could limit the number of cases being brought.

The House of Lords Constitution Committee raised several concerns about proposals in the Criminal Justice and Courts Bill as it began its committee stage in the Lords on Monday, which it said ‘risks unlawful administrative action going unremedied'.
