Introducing referendums to decide local issues like council tax increases has implications for representative democracy believe George Jones and John Stewart.

The Government in a July consultation paper proposed legislation to introduce local referendums giving local electors a veto on ‘excessive' increases in the council tax. This proposal is not new. Almost 30 years ago, Michael Heseltine, the-then secretary of state for the environment, made a similar one.
