Councils need to do more to deliver the new right for young people in care to request a review of their transition plan, children's minister Edward Timpson has suggested.

Mr Timpson told a hearing of the education committee last week that ‘too many children and young people either are not aware of the change or, when they do seek a request, find it very difficult to get the support that they need to see it through to a proper review and conclusion'.
