Communities secretary Eric Pickles has suggested local government reorganisation would have been on the table ‘in an ideal world'.

On a visit to a business park in Nottingham yesterday, Mr Pickles said he had been put off the move by the cost and the risk of local government ‘grinding to a halt'.
