Communities secretary Eric Pickles has praised councils for the way they have handled huge cuts in their spending and dealt with the summer riots.

He told county leaders last night at their conference dinner he had 'three reasons' to thank them, saying: 'Any lingering doubts about local government being an instrument of change has been put to bed over the last year.
