Communities secretary Eric Pickles is 'at daggers drawn' and refusing to talk with fellow cabinet minister Caroline Spelman after a dispute over government waste policy, a newspaper has claimed.

Reports in The Daily Telegraph allege the ministers had a telephone argument on the eve of the Coalition's decision to renege on plans to restore weekly bin collections.
