Just weeks into his new job as communities secretary, Eric Pickles famously referred to himself as the ‘fat man in a hurry'.

As with any new government, the coalition was eager to make its mark on the country and to prove to the public how right it had been about its electoral choices – even when that meant a delicate balancing act in Westminster.
