Communities secretary Eric Pickles today urged councils to be 'daring', 'bold' and ready to break the rules in using community budgets to deliver better services with less money.
Speaking at a conference organised by the DCLG and the Local Government Association in central London, Mr Pickles told the sector to be as ‘daring' as possible in reshaping public services to make a difference in the lives of some of the most vulnerable people in society.
