Piecemeal reforms won't cut it

Government response to CLG Committee's Community Budget report shows focus remains on organisations, not people, writes Adam Fineberg.

Parliaments' CLG committee recently took time to look into the Community Budgets programme. Their report, published last October, also addressed the need across local public services more generally for integrated, outcome-focussed services.

The Governments' recent response to the committees' report cites the work undertaken as part of the Community Budgets programme, also other new initiatives including the £3.8bn ‘Better Care Fund', aimed at promoting integration between health and social care services.

A significant proportion of the Better Care funding is dedicated (ring-fenced) towards the realisation of what in effect are Key Performance Indicators (such as reducing the levels of weekend hospital admissions) according to another Payment by Results system.
