The upcoming planning White Paper is expected to promote a US-style zoning approach.

Under a radical overhaul of the existing planning system in England being drawn up by the Ministry of Housing, Communities and Local Government, each council area would be divided up into different neighbourhoods, in which some uses would be permitted and others forbidden.
