In a written ministerial statement laid before Parliament yesterday, local government minister, Kris Hopkins, confirmed the Government would issue secondary legislation ending the need to appoint a ‘designated independent person' (DIP) – usually a senior lawyer with QC status – to review dismissal and disciplinary cases involving top council officers.
