Leadership is one of those issues which provokes a great deal of debate. Are leaders born or developed?

Is leadership best delivered through a charismatic leader or is the day of the stylised leader gone? My organisation, the National Police Improvement Agency, has been tasked with producing a leadership strategy for policing. As a result, I have immersed myself in leadership theory and practice over the last few months and have come to several conclusions.
