Local government groups are lining up to help deliver sector-led improvement if plans to open it up to competition are pushed through after the election.

Chief executive of the Local Government Information Unit, Jonathan Carr-West, told The MJ his think-tank would be interested in bidding for a share of central government's improvement cash.
