Police forces face new era of reform

Michael Burton asks why are Tory ministers so keen on police reform?

One of the more unusual aspects of this Government's otherwise patchy public sector reform policy is its determination to take on vested interests in the 43 police forces in England and Wales.

It is unusual because Conservatives have traditionally been regarded by the public as pro-law and order, and reluctant to upset the status quo in policing structures, especially at a time of potential civil disorder.
