The Government's policies on personal care budgets and public spending transparency are leading to more people defrauding councils, according to local government's watchdog.

The Audit Commission's annual Protecting the Public Purse survey, released this week, revealed 121,000 scams were detected in 2010/11 – with a cost of £185m to the sector described as 'the tip of a very large iceberg'.
