Returning officers are being forced to write more than 100,000 letters containing postal voting instructions that experts believe will have ‘little impact'.

Controversial legislation was recently passed requiring councils to send a second reminder to postal voters whose ballots were rejected at the European Parliamentary elections last year, despite objections from the Association of Electoral Administrators and The Electoral Commission.
