Councils in the North East have warned of a 'postcode lottery' if business rates are localised as part of the government's resources review.

The Association of North East Councils, representing the 12 councils in the region, is concerned that councils with a weaker business base such as their members could lose out if government plans to let councils fund more of their services through retaining local business rate revenue go ahead.
