Pioneering plans to introduce powers of recall for councillors whose standards of behaviour fall below public expectations have been lauded by the head of the public ethics watchdog.

The praise follows last week's announcement from south west London borough, Kingston RLBC, that it would seek to give residents the right to vote elected members out of office.
