It sounds ideal, doesn't it? Use some of the £150bn the Local Government Pension Scheme (LGPS) has to invest to provide a much-needed injection of cash into the nation's infrastructure projects.
If there are red tape issues, such as caps on investment, getting in the way, then simply get rid of them. Raise the cap – problem solved. Right? Well actually, no. It's not that simple. LGPS funds can invest in infrastructure now, some already do, but we need a bit of perspective here.
