Local government must undergo fundamental operational and constitutional changes by the end of the decade if the sector is to remain relevant, academics and finance experts have warned.

A report released 15 October by Grant Thornton LLP and the University of Birmingham's Institute for Local Government Studies (INLOGOV) suggests the economic and financial situation for local government over the next spending review period remains increasingly untenable without a relentless focus on transformation and a radical change in thinking.
