The use of 'Primary Residence' restrictions and Housing Supply

Gareth Pinwell believes primary residence restrictions will not operate in a way that resolves the housing supply issues facing local authorities. Other options should be considered, he says.

In areas of the country where there is a high demand for second homes, the local authority and parish and town councils are looking at a way to balance the housing supply in those villages and towns with a high preponderance of second home ownership.

There are often particular areas, often coastal and rural areas, where there are significant amounts of second homes. In Salcombe in Devon, it is estimated that 57% of homes in the town are second homes.
