W hen our former chair, Lord Bichard, opened proceedings at the House of Lords this time last year, he was at pains to point out that he wasn't launching a new report. At the parliamentary event he wanted to hand over to a young person who had contributed a great deal by being on an expert working group which informed the report. So that young person was the one who launched the report.
