Councils should strike ‘productivity deals' with the biggest businesses in their region to ensure residents benefit from private sector growth, a new report urged today.

The report by think-tank Localis warned some areas were at risk of becoming ‘doughnut economies' where commuters who travel to work earn more than the residents who live there.
