Devolving budgets to frontline workers to directly support families could reduce the likelihood of children going into care, pilots have found.

Interim results of the trials at three local authorities – Wigan MBC, Hillingdon LBC and Darlington Council - showed that social workers given decision-making control over budgets could help families in ways that would ‘otherwise not be possible'.
