Public health officers are set to return to town halls across England, in what ministers described as ‘the biggest shift of power in 40 years'.

Health secretary, Andrew Lansley, confirmed councils would be tasked with improving public health and fighting obesity, alcohol and drug abuse, smoking and sexually transmitted diseases.
