Public service mutuals: a work in progress

Francis Maude's dream of one million public sector staff working in John Lewis-style employee-led spin outs is way off target, but with £1.5bn of public service deals, the mutuals agenda has a post General Election future, writes Kristian Scholfield.

The Cabinet Office's Mutuals Support Programme ("the MSP") has been an ambitious initiative to support disruptive innovators in public services.

Launched soon after the formation of the Coalition Government, the MSP helps frontline service providers to spin-out of public sector control to form new employee-driven businesses.
