The concept of public service mutuals is not very well understood in local and central government, an all party parliamentary group reported today.

According to the all party parliamentary group (APPG) on employee ownership's second study into the subject, government should capitalise on the initial success of the mutual pathfinders programme by strengthening support and advice available to state employees seeking to move services out of public ownership and into an employee-led model.
