The public sector has been grappling with the issue of its poorly performing and underused leisure estate for decades. Nine years ago, Denbighshire CC was facing exactly the same challenges – an inefficient and costly estate that didn't match the expectations and requirements of an increasingly discerning population, coinciding with a period of historically low participation in active leisure pursuits.
Radical change was required and Denbighshire CC made a bold decision to eschew the status-quo and take a different approach to leisure provision in 2009. This change programme is now in its third iteration and has proved transformational for the operational effectiveness of the council and the quality of services we provide to our local communities.
