Far be it from Diary to eschew a pun – the comedy ploy beloved of headline writers everywhere – but one feels the art has reached new heights when it comes to public sector reports.

Last week's report from CIPFA on the impact of Brexit on public services was just about to take the title of cheesiest pun of the week with the rather cheap TrEUble and Strife when a further contender emerged.
