History will mark this decade as one of fundamental change for the UK's Government and public sector. But while Brexit and Whitehall may get the headlines, the changes that councils will manage are no less profound.
Within a decade, the local government map will be redrawn, not least as some authorities brigade under elected mayors. The entire system will adapt to a new finance regime.
