A question of trust

James Thomas says the children’s trust model can work in the right context. But he believes many stars would need to align if they are to become an option for delivering services after local government reorganisation.

Could the children's trust model work as a vehicle for delivering services across wider areas after local government reform?

In answering that question, we first need to consider more generally what are the circumstances where a children's trust model brings added value. I will draw on my experience, both from my time as the director of children's services in four authorities, as well as of leading a children's trust model three times.
