Care bosses have admitted they are ‘somewhat confused' over shadow health secretary Andy Burnham's plan to merge health and care services for the terminally ill.

Speaking at a Unison health conference on Monday, Mr Burnham said he wanted an integrated service to provide free social care for people at the end of their lives who wanted to live at home.
