John Sparkes says housing and welfare policy must be reformed if councils are to effectively tackle homelessness

Homelessness in England has risen for the fifth year running, and council housing services are under mounting pressure to do more with less.

Against this backdrop, new research published this month by Crisis and the Joseph Rowntree Foundation (JRF) warns that councils up and down the country are struggling to support the growing numbers of homeless people coming through their doors and back a change in the law to expand the help available for anyone faced with the loss of their home.
