The fact that a County Councils Network commissioned report into the best basis for local government reorganisation concluded counties are optimum will come as a shock to no one.

But then, if it had been commissioned by district councils, would the figures have come out any differently? Or would it just be that the emphasis would have been on the importance of locality, community and democratic accountability?
