Ministers must help break down ‘bureaucratic barriers' preventing people from disadvantaged backgrounds getting access to public services, an independent review has recommended.

Less articulate and confident people, often from lower socio-economic groups, are more likely to be denied choice in major services such as health and education, a review written by David Boyle at the behest of the Cabinet Office concludes.
