Harrow LBC chief executive Michael Lockwood has taken the notion of council ‘boomerang bosses' to a whole new level.

While bosses are criticised for taking a pay-off from one council before picking up another council job elsewhere, Mr Lockwood left Harrow after eight years as chief executive when the Conservative administration scrapped his post, only to return a year later with a change of political control.
