However, as our autumn survey has demonstrated, this isn't always happening. 93% of directors surveyed indicated that they have some concerns or insufficient capacity to manage the potential failure of a large provider. Additionally, 90% of directors have stated that they have either some concerns or insufficient capacity to manage during the winter months. Perhaps most worryingly councils across England are struggling to meet their statutory duties amid continued underfunding.
