Councils need to be more flexible and must remove barriers preventing charities from delivering local services, a lead charities group has warned.

In a report published on 16 October, the National Council for Voluntary Organisations (NCVO) and 14 other organisations, including the British Red Cross, said the public sector must be more open to the idea of third sector involvement in delivering services.
